No próximo dia 05 de agosto, a Coordenação do Movimento Nacional em Defesa da Saúde Pública – Saúde + 10, irá realizar um grande ato em Brasília -DF.
Estão marcados para este dia, o recebimento das mais de 600 mil assinaturas coletas pela CNBB- Conferência Nacional dos Bispos do Brasil. O ato de entrega das assinaturas será realizado na sede da entidade as 11h. Localizado na SE/Sul Quadra 801 Conjunto “B” – 70.200-014 – BRASÍLIA – DF, e irá contar coma presença das lideranças de saúde que compõem a coordenação do Movimento Saúde +10.
A tarde as 15h a Coordenação, conjuntamente com as lideranças dos movimentos sociais,de saúde, parlamentares e gestores, irão concentrar no Congresso Nacional, para a entrega ao Presidente da Câmara dos Deputados – Dep. Henrique Alves, a Minuta do Projeto de Lei, e as mais de 1,5 milhões de assinaturas coletas em todo o país nos últimos 15 meses.
Relembre o Movimento
Criado há um ano, o Movimento Saúde + 10 conta com o apoio de mais de 100 entidades que se uniram a fim de mobilizar a sociedade e o Congresso Nacional quanto à necessidade de aumentar o financiamento da saúde pública brasileira e, assim, garantir os preceitos constitucionais do SUS – integralidade, universalidade, gratuidade e qualidade. Entre as entidades estão Conselho Nacional de Saúde (CNS), Conselho Nacional de Secretários de Saúde (CONASS), Centro Brasileiro de Estudos de Saúde (CEBES), Ordem dos Advogados do Brasil (OAB), Conselho Federal de Medicina (CFM), Conferência Nacional dos Bispos do Brasil (CNBB), Assembleia Legislativa de Minas Gerais, entre outros parceiros.
A expectativa pelo incremento dos recursos da saúde alcançou seu ápice no ano passado, quando da regulamentação da Emenda Constitucional n. 29, ocorrida 11 anos depois da sua publicação. Porém, a Lei Complementar n. 141/2012, que regulamentou a emenda, foi sancionada se contemplar a proposta de alocação, por parte da União, de 10% de suas receitas correntes brutas. A referida lei estabelece, no entanto, que estados e municípios brasileiros apliquem 12% e 15% de suas receitas, respectivamente, em ações e serviços de saúde. E mantém para o governo federal a destinação de recursos de acordo com a variação anual do Produto Interno Bruto (PIB) ocorrida no ano anterior ao da Lei Orçamentária Anual (LOA).
Os 10% pleiteado pelo Movimento representa um incremento de aproximadamente R$ 43 bilhões de reais no orçamento da saúde, totalizando o montante de R$ 130 bilhões anuais. A campanha já colheu mais de um milhão de assinaturas.
